On February 2, 2022, the Commission submitted formal comments to the ACBA’s Administration of Justice Sub-Committee, in response to their publication of proposed amendments to the Allegheny County Rules of Court governing bail, probation and incarceration. The Commission’s comments focused on several of the proposed rules, including the appointment of counsel at preliminary arraignments, the length of time within which a hearing on conditions of bail must occur, and the implementation of a specific standard of proof to be used when assessing whether an individual should be denied bail.
